I. Basic Committee Agenda · Committees will begin in general debate, wherein policy speeches will address all topics · Committees will then move into substantive debate, where each topic is discussed separately · Following voting bloc for the first topic, committee will move back into substantive debate for the second topic and repeat the same procedure II. Substantive Debate · Opening for substantive debate requires a motion, 2 speakers for and against, and a simple majority vote · Each topic will be discussed separately · A motion to reorder the topics is in order (requires a simple majority vote) · The speakers list will continue from general debate unless otherwise motioned · Speaking time for substantive debate speeches will be set at 2 minutes (can be amended with a motion) with 2 comments at 30 seconds each (both the number and length of comments can also be amended by a motion) · Debate can include any solutions and/or resolutions III. Voting Bloc · Moving into voting bloc requires a motion, 2 speakers for and against, and a simple majority vote · Delegates may not enter or leave committee once voting bloc has begun · Delegates may not pass notes of talk during voting bloc · Passage of docket resolutions requires a 2/3 majority vote · Moving out of voting bloc requires a motion and a simple majority vote IV. Suspension and Adjournment of Debate · A motion and a simple majority vote are required |
